Goals

- Advocate for responsible public school reform that benefits student learning;
- Challenge myths, theories and irresponsible approaches that will be damaging to students and public education;
- Continue to educate legislators, the Regents, and other constituent groups about responsible school reform and the problems associated with the current NYSED and USDOE agendas;
- Propose both technical adjustments and major course corrections;
- Assess New York State’s use of “Value-added” student data as a source of information to evaluate teachers and principals;
- Identify the potential for a district’s legal liabilities in the context of the implementation of the APPR and its inherent inconsistencies, implementation weaknesses, and technical flaws;
- Advocate for adequate school funding, mandate relief, and legislation to prevent fiscal and educational insolvency.
Membership
There shall be two classifications of membership – Active and Emeritus

- Active Membership shall be open to all persons who hold the title of Superintendent of Schools in a local or supervisory district in the four‐county region, including interims and acting superintendents. Active members shall have the right to attend and participate in meetings, vote, and hold office.
- Any active member of the Council who retires while in service shall become a Member Emeritus of the Council.
- At the discretion of the Executive Committee, public school superintendents from other counties may be invited to join as Active Members of the Council.
- Guests may attend and participate in meetings at the invitation of the President.
- Exceptions to these Membership regulations may be made at the discretion of the Executive Committee.
